The Operator Gap

Tim Jacobs and KTS Global define the Operator Gap as the distance between what an organisation claims it can do and the documented experience of the people and systems that actually delivered the work.

Two records, one bridge.

On one side sits the record an organisation produces about itself. On the other sits the record of what was actually done by the people, contractors, systems and processes that delivered the work. The distance between the two is the Operator Gap.

A small Operator Gap does not mean the organisation is unimpressive. It means the story it tells about itself matches the story its documented delivery would tell if asked separately. A large Operator Gap does not mean the organisation is dishonest — the difference may be a matter of records that were never captured, or that live in systems the marketing team cannot see.

Either way, the Operator Gap becomes economically consequential in the Evidence Economy: discovery and evaluation increasingly favour organisations whose two records agree.

The Operator Gap is observed, not inferred.

The Operator Gap cannot be measured from marketing language alone. It can only be observed by examining the documented record of delivery — the systems that did the work, the people who signed the outputs, the dates on the artefacts. This is why the concept sits inside the Evidence Economy rather than beside it: the same publishing discipline that makes evidence citable is the discipline that makes the Operator Gap observable.

Where the concept was first announced.
